Pradhan Mantri Awas Yojana (PMAY): A Comprehensive Guide

The Pradhan Mantri Awas Yojana (PMAY) is a flagship government scheme launched by the central government in 2015 with the ambitious goal of providing “Housing for All” by 2022. The scheme is divided into two main parts:

  • Pradhan Mantri Awas Yojana Urban (PMAYU)
  • Pradhan Mantri Awas Yojana Rural or Gramin (PMAYG)

What is the PMAY List?

The PMAY list contains the names of beneficiaries eligible for availing the benefits of the PMAY scheme. You can check the PMAY list on the rhreporting.nic site to know beneficiary details.

PMAYG to Construct 2 Crore Houses in 5 Years

After achieving its target of constructing around 3 crore houses, Union Finance Minister Nirmala Sitharaman announced in the interim Budget 2024 that the government will construct around 2 crore houses under PMAYG in the next five years. With Nari Shakti as one of the pillars of the interim Budget, the finance minister mentioned that around 70% of houses under the PM Awas Yojana in rural areas are given to women as sole or joint owners.

People under the PMAYG beneficiary list will be supplied with a 25 sq meter pucca house including basic facilities. These houses will feature unique attributes such as being catastrophe-resistant and low-cost.

RhReporting: Different Categories Under PMAY List

The PMAY list on rhreporting.nic is a comprehensive list specifying the categories of individuals, based on their income, eligible for the PMAY program in 2023-24. The different categories under the Pradhan Mantri Awas Yojana 2023 beneficiary list/PMAY Gramin beneficiary list are:

  • Families of Economically Weaker Section (EWS) with income up to Rs 3 lakh.
  • Scheduled caste and scheduled tribes.
  • Families of low-income group (LIG) with income between Rs 3 lakh to Rs 6 lakh.
  • Families of middle-income group – 1 (MIG – 1) with income between Rs 6 lakh and Rs 12 lakh.
  • Families of middle-income group – 2 (MIG – 2) with income between Rs 12 lakh and Rs 18 lakh.

The Pradhan Mantri Awas Yojana 2023-24 new list, accessible via rhreporting.nic.in, is carefully curated by the government using the Socio-Economic Caste Census 2011. Using the SECC list 2023, a list of PMAY beneficiaries is made and segregated on a priority basis. Once done, the PM Awas beneficiary list is sent for verification to the Gram Sabhas. A final PMAY beneficiary list is then published, which can be accessed using the rhreporting gramin or rhreporting.nic.in.

Note that PMAYG is not available on existing home loans and one can take advantage of it only in the absence of a pucca house anywhere in the country. Applicants in the PMAY gramin beneficiary list eligible for the scheme will be given a subsidy of 3% and 5% (for specially-abled PMAY beneficiaries) on home loan interest rates for building, buying, or renovating the home or making any kind of extension. If part of the PMAY gramin beneficiary list, applicants can avail of a home loan option of up to Rs 70,000 for the construction of houses for some selected beneficiaries or people with specific PMAY beneficiary details. Under the PMAY housing scheme, up to Rs 2 lakh will be provided for maintenance or loan enhancement. The applicants’ category and their annual income will determine the amount of subsidy given under the PMAYG scheme.

Residential unit costs under the PMAYG will be shared between the center and the state. The financial help ratio depends on the geographical location of the unit.

  • It is 60:40 between the center and the state in the plain areas.
  • Areas of North East India and also the hilly areas will have a ratio of 90:10.
  • As part of monetary assistance, Rs 1.2 lakh is being provided for the construction of houses in plain regions and Rs 1.3 lakh will be provided for the construction of houses in hilly areas.

PMAY Gramin Advantages

  • A PMAYG beneficiary will be given preference to choose the unit on the ground or lower floors if he is a senior citizen or differently-abled citizen.
  • Applicants who own a plot of land without any construction are eligible to feature in the PMAY beneficiary list. They can choose individual house construction PMAYG scheme subsidies.
  • Under PMAY Gramin, the subsidies the government gives beneficiaries are directly credited to their bank account through the state or union territories. However, if for some reason the construction of the project is halted even after the disbursal of the subsidy, then the PMAYG beneficiary has to return the same to the government.
