The Digital Transformation of Bhulekh: A Comprehensive Guide
Land records, or Bhulekh, were once managed on paper, leading to numerous issues such as land grabbing, disputes, and scams. However, the Digital India Land Record Modernization Program (DILRMP), launched in 2008, has revolutionized the way Bhulekh is maintained, making it accessible online.
The Evolution of Bhulekh
From Paper to Digital
Before the digital era, Bhulekh was maintained on paper, which was cumbersome and prone to errors. The digitization of land records has streamlined this process, making it more efficient and transparent.
The Digital India Land Record Modernization Program (DILRMP)
Launched in 2008, DILRMP aims to digitize land records across India. While some states have completed this process, others are still in the transition phase. The digitized Bhulekh can be accessed online through state portals, ensuring regular updates and monitoring of land parcels.
Bhulekh Across Indian States
Regional Names and Accessibility
In Hindi-speaking states like Uttar Pradesh, Bihar, Madhya Pradesh, Haryana, and Rajasthan, land records are known as Bhulekh. Other states have regional names for these records. Although Bhulekh is not a legal document for ownership, it can be used if attested by higher authorities.
Bhulekh UK and Revenue Assam Jamabandi
For instance, in Uttarakhand, Bhulekh can be accessed through the Bhulekh UK portal, while in Assam, the Revenue Assam Jamabandi can be viewed on the Dharitree portal.
Advantages of Digital Bhulekh
User-Friendly and Transparent
The Bhulekh portal is user-friendly and transparent, allowing landowners to access information related to their land, such as Bhu Naksha and land record registration, from a single portal.
Accessibility and Convenience
Online Bhulekh can be accessed from anywhere at any time, reducing the need to visit various departments. This convenience also helps in reducing fraud practices.
Property Tax and Legitimacy
With digitized land records, paying property tax becomes mandatory, and penalties can be imposed for non-compliance. Bhulekh provides ownership details, which are crucial during the sale or purchase of land.
