Comprehensive Guide to Accessing Goa Land Records

Under the Goa Land Revenue Code 1968, the Director of Settlement & Land Records is responsible for the preparation and maintenance of cadastral survey records. This department also revises and updates the Goa land records to ensure accuracy and transparency.

You can access Goa land records online through the official portal at https://dslr.goa.gov.in/homepage.aspx. This portal allows you to select and verify various documents, making them legally valid.

Viewing Form I & Form XIV Land Records

To view Form I and Form XIV, follow these steps:

  1. Click on the ‘Land records (RoR)’ option at the top of the homepage.
  2. From the drop-down menu, select the taluka, village, survey number, and sub-division number.
  3. Enter the captcha and click on ‘view details’.

The portal will display all the information on Form 1 & XIV Goa land records online.

Note that Form 1 & 14 is provided for informational purposes only. For an official copy, you need to make the necessary payments through Goa Online Form 1 and 14 and Form D.

Viewing Form D Information

To view Form D:

  1. Click on Form D on the Goa land records homepage.
  2. Select the city, PT sheet number, and chalta number from the drop-down menu.
  3. Enter the captcha and click on ‘View Details’.

Viewing Non-Promulgated Information

Form III (Rural)

  1. Click on Non Promulgated and then on Form III (Rural).
  2. Select the taluka, village, survey number, and sub-division number.
  3. Enter the captcha and click on ‘view details’.

Form B (Urban)

  1. Click on Form B (Urban).
  2. Select the city, PT-Sheet, Chalta No, and captcha number.
  3. Click on ‘View Details’ to see all the details.

Viewing Mutation Status

Status of Mutation Cases to Form I and 14

  1. Choose the Form I and 14 information radio button.
  2. Select the taluka.
  3. Enter the mutation number and captcha code.
  4. Click on ‘View Status’.

The portal will display the applicant’s name, request date, status of the mutation case, and certification date.

  1. Click on the Form D option.
  2. Enter your mutation number and captcha.
  3. Click on ‘View Status’.

Viewing Notices

Partition Notices

To view partition notices:

  1. Click on Notices (partition).
  2. Enter details of either Form I and XIV or Form D.

  2. Fill in details in Form I and XIV or Form D.

Services Available at Goa Land Records Office

Inspection of Cadastral Plans/Records

Visit the director’s office in Panaji or any lower offices based on your property’s location. Fill out the application form and pay the prescribed fees to inspect the records on the same day.

Inspection of Pre-Liberation Land Records

This service is available only at the director’s office in Panaji. Fill out the application form and pay the prescribed fees to inspect the records on the same day.

Issuing Certified Copies

New Cadastral/Resurvey Plans or Village Maps

Visit the head office in Panaji for City Survey, Panaji, Tiswadi, Dharbandora, and Sanguem Taluka. For other talukas, visit the respective CSC center or subordinate offices. Fill out the application form, pay the fees, and collect the certified plan on the specified date.

Alvara/Title/Old Cadastral Plan

Available at the Panaji director office. Fill out the application form and submit it. If not available, you will be intimated within five days. If no intimation is received, revisit the office after eight days with a court fee stamp of Rs 5 per copy.

Form D / Form B

Available at the Office of Inspector of Survey & Land Records, City Survey, Panaji, and Vasco, or respective CSC centers. Fill out the application form, pay the fees, and collect the certified copy on the appointed day.

Correspondence Certificate

Available at the head office in Panaji. Only the property owner or the person whose name appears on Form I & XIV can apply. This certificate is issued for partition and mutation purposes and takes up to 15 days.

Confirmation of Possession of Property in City Survey

Approach the Inspector of Surveys & Land Records concerned based on your property’s location. The inspector will issue notices, hear all parties, and pass an order confirming or rejecting the application. If dissatisfied, you can appeal to the Superintendent of Surveys & Land Records within 60 days.

Mutation in City Survey

According to the 2021 notification, mutation powers are delegated to the respective mamlatdars.

Available under the e-District portal. Access and download survey plans by making an online payment.

Online Issue of Form D

A computerized copy of Form D is issued in city survey offices on payment of fees. Form D can also be applied for online at http://goaonline.gov.in.

Viewing Property Register

To view the property register, click on ‘property register’ on the Goa land records homepage. You will be directed to another page where you can click on ‘Proceed to View’.
