The Central Registrar of Cooperative Societies (CRCS) Sahara refund portal was launched on July 18, 2023, by Union Home and Cooperation Minister Amit Shah. This portal aims to process refunds within 45 days for claims worth around Rs 5,000 crore, benefiting small depositors.

Background:

Crores of people lost money by investing in the Sahara Group’s four cooperative societies—Sahara Credit Cooperative Society Ltd, Saharayan Universal Multipurpose Society Ltd, Humara India Credit Cooperative Society Ltd, and Stars Multipurpose Cooperative Society Ltd—almost 20 years ago.

On March 29, 2023, the government announced that money would be returned to 10 crore investors of the four cooperative societies within nine months, according to media reports.

Supreme Court Order:

The portal is a result of a Supreme Court (SC) order that directed the transfer of Rs 5,000 crore from the Sahara-Sebi refund account to the CRCS. According to media reports, Amit Shah said, “To begin with, the depositors would get up to Rs 10,000 refund and subsequently the amount would be enhanced for those who have invested higher amounts. The corpus of Rs 5,000 crore would be able to take care of the needs of 1.7 crore depositors in the first phase.”

“Once the Rs 5,000 crore is utilized, we will approach the SC and request them to release more money so that the total refund of other depositors with higher amounts are processed,” Shah added.

CRCS Sahara Refund Portal: Eligibility

Depositors who have made deposits and have outstanding dues receivable before the following dates are eligible for filing a claim request:

  • March 22, 2022, for:

    • Humara India Credit Cooperative Society Limited, Kolkata.
    • Sahara Credit Cooperative Society Limited, Lucknow.
    • Saharayn Universal Multipurpose Society Limited, Bhopal.
  • March 29, 2023, for:

    • Stars Multipurpose Cooperative Society Limited, Hyderabad.

The claim form has to be filled online, and supporting documents as proof of their claims and deposits should be submitted. Note, as per the government website, only claims filed online through the portal will be entertained. Also, there is no fee for submitting a claim. Depositors should use the same claim form for requesting claims to all four societies.

Requirements for Claim Processing:

For the claim to be processed, depositors should have an Aadhaar-linked mobile number and bank account. The claim application will be verified by the Sahara Group of Cooperative Societies within 30 days of submission. After that, within 15 days, you will be communicated via SMS or the portal, totaling 45 days of filing the online claim.

CRCS Sahara Refund Portal: Steps to File for Refund

  1. Log on to CRCS Sahara refund portal at: https://mocrefund.crcs.gov.in/

  2. Click on Depositor Registration:

    • Enter Aadhaar number, Aadhaar-linked mobile number, and enter OTP.
  3. Next, click on Depositor Login:

    • Enter Aadhaar number, Aadhaar-linked mobile number, captcha, and click on Get OTP.
  4. Agree to the Terms and Conditions:

    • On the personal details screen, enter the Aadhaar card number and click on Get OTP. Enter the OTP and click on Verify OTP.
  5. Enter Personal Details:

    • You will see Aadhaar user details including First Name, Middle Name, Last Name, Date of Birth, and Father/Husband Name.
    • Enter your email ID and click on Save Email and click on the Next button.
  6. Enter Deposit Details:

    • Enter the details displayed on the Certificate of Deposit.
    • Click Submit Claim to view all the details and add multiple claim requests.
  7. Prepare Claim Request Form:

    • The pre-filled claim request form will be prepared. Note that all claim requests should be entered before preparing the form as the form can’t be edited or added later.
  8. Upload Documents:

    • Fix your passport-size photograph, sign the claim form, and upload by clicking on upload document. Note a copy of the PAN card is important if the claim amount is Rs 50,000 or more.
  9. Receive Confirmation:

    • Finally, you will receive a thank you message with a claim request number. Make a note of this number for future reference.
